South Carolina data center projects in government records, 2026
4 data center projects found in South Carolina Department of Environmental Services air permit records and McCormick, Spartanburg and Newberry county council, planning and zoning appeals records dated April 26 to October 26, 2026. 1 of them states equipment counts: a draft permit for gas turbines, plus earlier permitted generators, at the Valara site in Spartanburg. Every project links to its government record.
The Public Service Commission docket system blocks automated reading, the DES air permit project pages did not load their main text, and we did not check most county and city records outside the places named here; many South Carolina counties spent this period adopting data center moratoriums rather than voting on projects. This is a sample, not a complete list.
Pollard Land Company rezoning for a proposed data center, Tax Map 152-00-00-002, 152-00-00-003 and 127-08-02-003
Near McCormick, McCormick County, South Carolina
- Record
- County Council agenda, Oct 20, 2026: third reading of Ordinance 26-08, rezoning three parcels from Forest Agriculture (FA) to Service/Industrial (SI). cms5.revize.com
- Applicant as named
- Pollard Land Company, as named on the Jul 30, 2026 Planning Commission public hearing agenda for the same three parcels (Planning Commission agenda), which gives the purpose as future development. The data center use is reported by WRDW, which names Pollard Lumber Company and describes a 1,000 acre data center and natural gas pipeline.
- Stage
- Early land or zoning. Ordinance 26-08 was listed for first reading Sep 10, 2026 (agenda), second reading Sep 15, 2026 (agenda) and third reading Oct 20, 2026; we found no county minutes, so the outcome of these readings is not confirmed by a county record. WRDW reported that council approved the Pollard data center rezoning of roughly 1,000 acres 3 to 2 on Sep 10, 2026, without giving an ordinance number.

300 Jones Road Associates development application, 430 Jones Road (Lighthouse data center)
Spartanburg, Spartanburg County, South Carolina
- Record
- Board of Zoning Appeals minutes, Aug 25, 2026: appeal of staff denial of Development Application DEVELOPPER-0426-1075, Tax Map 3-08-00-085.00 and 3-08-00-085.01. spartanburgcounty.gov
- Applicant as named
- 300 Jones Road Associates, LLC; the minutes name Lighthouse as developer of the proposed project.
- Stage
- Denied or withdrawn. The board upheld staff's denial 8 to 0 on Aug 25, 2026. The minutes say staff denied the submittal for multiple deficiencies in the application and site plan, and that staff determined the application was for a data center, which the county could not accept while its data center moratorium was pending; the applicant's attorney said Lighthouse could submit a new application once the moratorium ended.

Valara Holdings High Performance Compute Center, 4000 S Pine Street
Spartanburg, Spartanburg County, South Carolina
- Record

- Stage
- Permit issued, as reported by news; the DES records we opened show the draft permit, and we did not open the issued permit. Fox Carolina reported that the state Bureau of Air Quality issued the construction permit Sep 18, 2026. SELC said it filed a request for a contested case hearing on the permit in the Administrative Law Court on Oct 16, 2026. SELC also reported a Sep 14 Public Service Commission order finding the gas plant not subject to the Siting Act, and asked the Commission to reconsider; SELC's earlier petition was filed in Docket 2026-158-E.
- Equipment stated
- Proposed in draft permit CP-50000422, per the DES fact sheet: eleven simple cycle natural gas combustion turbines, five 17 MW Baker Hughes units and six 54 MW General Electric units, with selective catalytic reduction and oxidation catalysts. Fox Carolina reported the issued permit allows the same five 17 MW and six 54 MW turbines. Permitted earlier under CP-50000316 (issued Sep 17, 2025, department decision): 24 natural gas generators, per the fact sheet, which does not state their rating; the SELC petition describes them as twenty four 2,103 kW generators.
