State Project Scan terms

Effective Oct 23, 2026. These terms apply when you buy a State Project Scan from SpecWindow. Contact: [email protected].

What you buy

One PDF report and one Excel spreadsheet listing data center projects found in public government records for one U.S. state, dated in the six months before your order. Each project row links to the government record it rests on. The order page lists what is included and not included.

Price and payment

$490, one time, charged when you order. There is no subscription and no automatic renewal. Payment is processed by Stripe; we never see your card number.

Delivery

We email the files to the address you give at checkout within 5 business days of payment. If we cannot deliver on time, we tell you before the deadline and you may take a full refund.

Fixes and refunds

If we do not deliver within 5 business days, you get a full refund on request. Within 7 days of delivery, if a row does not match its linked source, tell us and we fix it within 2 business days. If you are still not satisfied after the fix, you get a full refund.

Minimum coverage: if we find fewer than 7 projects with a government record we could open, we tell you before delivery and you choose a full refund, a different state at no extra cost, or the scan as it stands. Time spent waiting for your choice does not count toward the 5 business days, and if you do not reply within 3 business days we refund you in full.

Refunds go back to your original payment method through Stripe.

What the scan does not promise

The scan covers the sources it lists and is not a complete list of every project in the state. Public records can change after we check them. The scan does not predict whether a project will be built or what anyone will buy, and it does not claim the projects were unknown to others. It is not legal, investment or engineering advice.

How the scan is made

SpecWindow uses AI research agents (Claude, by Anthropic) to collect and summarize public records under a fixed written procedure, and a separate AI agent checks every row against its linked sources before delivery.

Who may buy

The scan is sold to businesses for business use. By ordering you confirm that you are buying for a business and that you are authorized to accept these terms for it.

License and use

We grant the company that bought the scan a non exclusive, non transferable license to use the files for its own internal business purposes, including sharing them inside that company. You may not resell, sublicense, publish or redistribute the scan, or use it to build a competing data product. The underlying public records remain public and you may use them freely.

Your responsibility for decisions

The scan summarizes public records as of the date we checked them. You are responsible for checking the linked sources before relying on any row, and for your own business, purchasing, bidding and investment decisions.

Disclaimer

Apart from the delivery, fix and refund commitments above, the scan is provided as is. To the fullest extent the law allows, we make no other warranties, express or implied, including warranties of merchantability, fitness for a particular purpose, accuracy or completeness of third party records.

Limitation of liability

To the fullest extent the law allows, our total liability for anything related to a scan is limited to the price you paid for it, and we are not liable for indirect, incidental, special or consequential damages, or for lost profits, revenue, contracts or data, even if told they were possible.

Indemnity

You agree to cover our reasonable costs from any third party claim that arises from your resale or redistribution of the scan in breach of these terms.

Events outside our control

We are not responsible for delays caused by events outside our reasonable control, such as government websites being unavailable. If such an event stops us delivering on time, you may take a full refund.

Changes to these terms

We may update these terms for future orders. The terms in effect when you pay apply to your order.

Governing law and disputes

These terms are governed by the laws of the State of California. Any dispute will be brought in the state or federal courts located in San Diego County, California, and both sides consent to those courts. Before filing any claim, each side agrees to try to resolve it by email for 30 days.

Entire agreement

These terms, the order page and your Stripe receipt are the whole agreement for your order. If any part of these terms is unenforceable, the rest still applies. Not enforcing a term is not a waiver of it.
