- Applicant named
- AES Indiana for a subsidiary of Alphabet Inc. (utility docket); Woodland Caribou LLC (air permit)
- Stage
- Under construction. WRTV reported on Dec 4, 2025 that initial construction started in November on Google's site between Keller Hill Road and State Road 42, the site we matched by location to the Woodland Caribou LLC air permit. The IURC order approves AES Indiana's Monrovia Project petition; its file name dates it Oct 7, 2026, the decision deadline AES Indiana agreed to. The IDEM air permit is still awaiting a decision after the comment period closed Sep 14, 2026 (virtual hearing held Sep 9, 2026).
- Equipment stated
- Draft air permit T109-50085-00094 for Woodland Caribou LLC, 1598 W SR 42, Mooresville (Morgan County): 132 diesel emergency generators at 4,043 bhp (3,015 kW) and 34 at 3,569 bhp (about 2,661 kW); 3 wastewater treatment plant generators at 4,043 bhp (3,015 kW); smaller boost, fire pump, lift station, site entrance, warehouse and administrative generators; 179 diesel tanks of up to 5,373 gallons; 36 cooling towers at 6,000 gpm each. Known inconsistencies: the permit numbers the 34 units Gen 132 to Gen 166, which overlaps Gen 132 and spans 35 numbers; Section D.1(a) describes all 166 generators at 4,043 bhp, conflicting with the 3,569 bhp rating in D.1(b). IURC order: new Antioch switchyard with a STATCOM, new Blue Bluff switchyard, double circuit 345 kV lines, 200 MW Foundry Works battery, 130 MW Hardy Hills battery, 130 MW Crosstrack solar with a 130 MW battery. The batteries and solar are utility resources, not on the data center site.
- Scale as reported
- IURC order: Monrovia Project cost estimate 737.3 million dollars; portfolio covers 390 MW of new load with 460 MW of new 4 hour storage by 2030. DCD reports a planned 1,200 MW on site substation and a 10 mile 345 kV line.
- Organizations in sources
- Woodland Caribou LLC (air permit applicant); Google (reported end user, reported by news); Alphabet Inc. subsidiary (customer named in the IURC order); AES Indiana (utility and petitioner); Indiana Utility Regulatory Commission (decision body); Indiana Department of Environmental Management (air permit decision body); Invenergy (developer of Foundry Works and Crosstrack, reported by New Project Media); Citizens Action Coalition of Indiana and AES Indiana Industrial Group (intervenors); Charles River Associates and Concentric Energy Advisors (consultants for AES Indiana)
- Buying
- Utility side only: the IURC order says the battery and solar resources were chosen through an all source RFP and that AES Indiana uses an engineering, procurement and construction agreement (contractor not named); New Project Media reports Invenergy develops Foundry Works and Crosstrack and that Hardy Hills is a self build. No data center contractor, generator order or bid found. Planned equipment in a permit is not a purchasing opportunity.
